Kentucky racing officials have altered the rules for advertising on jockey clothing after confusion that arose before this year’s Kentucky Derby. The Kentucky Horse Racing Commission agreed unanimously Tuesday to require jockeys and horse owners to sign a standardized form at least two days before the race in question.
